Travel to Cuba for many Americans is now easily possible due to the use of an OFAC "General License".
The GENERAL LICENSE (quoted from the 2011 OFAC Regulations obtained here) "constitutes blanket authorization for those transactions set forth in the relevant regulation.No further permission from OFAC is required to engage in transactions covered by a general license". In summary, this type of travel requires no application, no permission, and no prior approval from Washington to travel to Cuba. There are no costs of fees involved.
The traveler, whether individual, academic or religious institution insures that the travel complies with the spirit and intent of the regulations. If so, the general license form can be downloaded, completed and attached to your program schedule.
If a school or religious institution sponsors an individual traveler, the institution provides a letter of authorization for travel. It is quick and easy. This license is appropriate for individuals or groups employed in the areas of academic, religious, journalists or any professional attending meetings, seminars, educational programs or conferences organized by international professional organizations. This has the potential to allow many Americans the opportunity to benefit from the experience of visiting the Island and learning about the history, culture, arts, music and diverse natural beauty that Cuba has to offer.
With this in mind, CETA has organized a "Historic Havana-Experiential Education Program" that is a 6 day interactive education program designed to research and learn about and experience first hand, sustainable community development through restoration projects in Old Havana, a variety of cultural, heritage, art and architecture exhibits and sustainable agriculture initiatives.
